Additional and Project Specific Information will be provided on the Borough website on the land development page and at Borough Hall. This Project was initially submitted under a ‘Conditional Use Application’ and has been before the JB Planning Commission where the apartment building use was Recommended for Approval along with the reduction of parking to Borough Council with the recommendation for the proposed developer to meet with the adjacent property owners to discuss the project and possible revisions that could address their concerns.
The Conditional Use Application for the ‘Apartment Building Use’ was then submitted and went to a Public Hearing on October 26th before Borough Council. At the conclusion of the public Conditional Use Hearing on November 30th 2022, Borough Council Approved the ‘Apartment Building Use’.

The next step in the process for the property owner was to seek Zoning relief. Prior to the ZHB Hearing taking place the Developer and his Representatives met with a group of adjacent Property Owners and their Representative as recommended by the JB Planning Commission. Concessions/accommodations were made that the Borough was made aware of to try and lessen concerns voiced at that meeting including the reduction in the number of apartments from 26 to 23, and now a further reduction to the 17 apartments which facilitated a reduction in mass of the proposed third floor, shifting the proposed third floor ten feet further from the rear property line shared with the Leedom Street properties.

 

An Application has been filed before the Zoning Hearing Board to have a Hearing seeking the following Zoning relief.
1)  A variance from Section 181-42.I of the Ordinance as to permit 17 apartments;
2) A determination or interpretation that the proposed roof of the building is in keeping with the character of adjacent buildings,
3) In the alternative, a variance from Section 181-46.B(4) of the Ordinance so as to permit a flat roof with a green area;
4)  A variance from Section 181-42.D of the Ordinance as to permit a reduction in the side yard setback requirement of ten feet to accommodate the proposed second floor extension and third floor addition;
5)  A variance from Section 181-42.E of the Ordinance to permit a reduction in the rear yard setback requirement;
6) A variance from Section 181-69.H for a reduction in the width of the parking aisle between the rows of parked vehicles in the ground floor parking area at 415-425 Johnson Street;
7) A determination or interpretation that the existing dimensional non-conformities noted on the matrix included in the Zoning Drawings, dated March 9, 2023 prepared by Thriven Associates, Inc., may be continued; and
8) In the alternative, a variance from the Ordinance, so as to permit all such existing non-conformities.
The first Zoning Hearing Board Hearing took place at Borough Hall at 7:00 PM on Thursday, January 26th and was continued to Monday, February 27th at 7:00 PM at Borough Hall. The February meeting was postponed and continued until March 16th at 7:00 PM.

 

At the Conclusion of the Zoning Hearings if the Applicant is granted the Zoning relief requested and/or if the applicant decides to continue with the project. The next steps in the process would be the Land Development and Design Review Board Processes. During those processes the Land Development Application and Plans would be submitted to the Borough Manager to be presented to Borough Council. Once the application was deemed complete Borough Council would authorize distribution of the plans to the Borough Engineer, Borough Planning Commission, County Planning Commission, Borough Council, Borough Fire Marshal, Borough Solicitor for reviews and input.

 

The Applicant would then appear before the Borough Design Review Board, Planning Commission and finally before Borough Council to address the review letters and request approval of Preliminary and Final Land Development.If Borough Council were to approve Land Development, the Applicant would post an escrow and payment bond guarantee that would ensure the completion of the work as shown on the approved plans.

The next step in the process would then be obtaining UCC Construction permits.
When the Construction plans have been reviewed and approved by the Borough Building Code Official, the permits could be issued once all Regulatory agencies (MCCD, PaDep) approvals have been obtained.

In person at Borough Hall and virtual via ZOOM platform, livestream Facebook. This Public Workshop Meeting includes the Administration & Finance, Building, Zoning & Revitalization, Public Safety and Public Works Committees and will include orders of business that may be brought forward to these Committees. The meeting agenda will be posted here on the Borough website no less then 24 hours prior to the meeting.

Sunday, April 23rd, 2023. 1:00 PM – Community Clean Up Day 
Please join the Jenkintown Borough Environmental Advisory Committee in Town Square to help remove weeds/ poison ivy, pick up litter and tidy up our community’s Town Square. Please feel free to bring trash bags, gloves and brooms if you choose to join!
